#Why aren't there any random encounters on the PS4 version anymore?

I legit barely ever get an encounter (not involving renegades on roofs and PK small camps)
Like I barely see any bolters at night including the hag.
I also barely see any bandits trying to run away with loot.
Any reason for this?
