hard fps and stuttering issue

I7 12700 Kf 4070 rtx 32 gb of ram.
Z790 msi motherboard
Win 10
Arround the location where you enter first mission blood Ties(where you meet Cyro) when Im flying or walking arround I have huge stuttering issue with massive fps drops,anyone with similar issue?

Same I have a rtx 3050 with an I5 12th Gen I toned down the graphics settings to med and not much stuttering graphics looks awful though
(Updated) I changed my resolution to 1920x1280 and it looks better also using Dx11

do you have your lod distance high? I have mine at 200 and im on max settings 1080p on a gtx 1070.

Well I have everything at max settings on 1440p ,having arround 120-130 fps but only in this location im getting real stutters and fps drops,curious if someone is having it too,if not then maybe is something wrong with my rig
