As I know, it's quite obvious that almost nobody uses Stealth in DL2 despite the fact that in real life, to survive, Aiden must be hiding a lot like a true Night Runner(a.k.a. Shadow).

What I suggest here is Stealth Overhaul.
Basically, make an update based off Stealth only. Have anyone played "Dishonored"? I want THAT level of stealth in DL2, where consumables such as lying Bricks and Bottles would become more effective.
Here's some changes I'm imagining in that update:

  1. Now you'll see Bottles and Bricks more often, especially around the Renegade's Outposts. And now, you'll be able to stack bottles or bricks up to 3 in your pockets.

  2. Stealth takedowns with a throwing knife now won't consume the knife itself, plus if you have a Knife in your hand(a weapon, not a throwable), Aiden will use it for a kill as well.

  3. I wish there was more takedowns in Stealth. Here's some thoughts about what will do each weapon type:
    Knives: From behind - You stab that enemy in the back right at his spine, making him if not dead, but paralyzed forever. Or do a takedown from Dishonored, where Corvo uses his both hands to hold the head of that enemy from the front and decapitate him in one move.
    Machetes: From behind - A Jason Voorhees type of a kill, when you hit multiple times at enemy's shoulder, eventually cutting off one hand completely. From the front - You pull the machete in his gut and do a quick swipe up.
    Katanas, Long Swords: From behind - You pierce their head from its back and quickly pulling out. From the front - They try to charge at you, but you quickly cutting off their hand and then execute them with a head blow.
    Hatchet, Scythe: From behind - You stick your weapon into enemy's head and even struggling to pull it off. From the front - You chop/slice enemy's jaw and watch as they slowly fall onto the ground.

  4. Now survivor sense can show a little cone of vision, in other words, which direction that enemy is facing.
