I've been following all guides, turned on all radio tower, all inhibators that are sort of out of bounds and did all the inhibators that don't show up on the map but I'm still missing 2, any reason why, help

apparently theres 2 inhibitors that are given in a story mission, the one where you blow up the windmill, and if you side with survivors you dont get rewarded them. if you remember where that is, they should be in Antoine's room according to stuff i looked up

There is one on the roof at the PK base at the train Station and one on the roof where you can sink the water to Set free the City I have Forgotten the name of that building all the way down on the map

There's an inhibitor in the bottom of the vnc tower but it's inside the building with no entrance

On youtube there are videos showing the last 2 inhibitors. 1 is a secret in a safe that does not appear on the map
