#DLC authority pack download issue

I want to download the free authority pack but every time i press download it just opens the game and there is no indication that anything is downloading. I am family sharing the game so is it possible for me to download it? I added the 3 authority dlcs to the main account but nothing has changed over on the account i am playing on (which is the one that is using family share). Does anyone know how to download the dlc?

There's no need to download anything.
Just activate the DLC, start the Game, go to your Stash/Extras Tab and redeem the Gear Parts.
