Regarding buying or searching the map for weapons and bows, is it better to wait for the character's maximum level (9) since the weapons follow the character's level? or can they be purchased/found multiple times from vendors/map based on character level?

for example I'm level 3 and I was thinking of going and looking for the nails bow. if I find it, it should be level 3. So is it better to wait until I max out my character's level?

I wouldn't farm specifically at the moment, just use the weapons. Yes, it's true that they're based on your level, and merchants sell the same weapons more often than once, but later you can upgrade blueprints to Legendary and craft infinitely. These weapons are the strongest in the game. No open-world weapon or from merchants come close to them, except the weapons from the two specific merchants (Nightrunner = Harper and Witch Hunt = Sry dont know the name) and from the legend level chests.
And to buy weapons is also not that good, because they are really expensive (the better ones, not blue or green)

At lvl 6 you can purchase lvl 7 weapons and gear from stores, if you want to wait that’s a good place becuase of he bang for your buck, but I’d recommend just buying the best stuff as you level up
