As long as its updated to the latest version then yes, it includes gngl
As far as ik consoles cannot play the unupdated games (at least on xbox)

Not a clue
My guess, console has had more updates and/or came out before PC's version
But I'm not able to fact check it rn, either way both consoles and PC are on the same update so nobody is missing out on content (unless they don't update ofc)
