Since you recently fixed a bug relating to not being able to carry over the PK crossbow to NG+, what about players like me who already lost it starting a NG+? were we supposed receive it or do we have to start another NG+ and unlock it again?

You were never meant to keep the pk crossbow or bolt blueprints. The fix was for the hakon crossbow bolt blueprint that people got from the event that was taken from them when they did NG+.

I've read the patch notes, you were never meant to keep the PK crossbow and bolt blueprints so that's completely irrelevant.
