#zombie spawns are not increasing on console hard mode

I’m not sure if this is a pc only thing but if you activate hard mode you will come across more zombies than usual. I tested in console and found no change in zombie spawns.

Same for PC
I play on hard difficulty and there is not a lot of zombies around like I'm playing it on easy or something but it's hard already and not a lot of zombies around
