I got 3060 6gb vram with 16 gigs of ram but still I can't get atleast between 70 and 60 it always fluctuate and go to 50 and sometime 40 and it made the game feel so shuttering if there any solution then pls tell me I only need consistency in my fps and dying light 2 disappointed me in that

a 3060 has worse performance than a 1080 that came out 7 years ago

make sure you use upscaler and set everything to minimum

minimum is not necessary, but medium at most. Also im guessing you are on a laptop. Laptops have a tendency to run games shitty for no reason. If you want a great gaming experience I recommend getting a desktop with a gpu that has atleast 12gb vram

70-90fps on 3060 sounds about right honestly. what is your CPU?

that's weird, since cpu is the one responsible for physics and stuff like that, but your cpu is way more than capable of handling those no matter what, the only guess I have is that it is overheating...

I dont really know your problem, I play on a 3060 and can even play with a little raytracing on and get 60fps if I use DLSS, maybe your CPU is the issue?

I think you are definitely not getting your moneys worth from that depending on what graphics option you are using
