Basically just as the title says. When streaming, nobody can hear the dialogue in cutscenes from either Aiden or any of the characters he interacts with. While roaming the world, there is no issue. Just during cutscenes.
I went all day streaming, and didn't notice any issues, until I played my videos back.
Is this somehow related to the old glitch that was fixed, where dialogue couldn't be heard at all?
I've been scouring the internet and playing with settings for hours, and can't find anyone with the same issue or a fix. Any ideas?

FIgured it out! Under: System>Sound>Properties there is a setting for "Audio Enhancements". I had to turn that off. I have Windows 11, and didn't see that setting on 10.
