tried restarting game, during night, respawned and then went at night, ive tried it all. im at the epilogue point right now but i havent finished the game yet. how do i get the mantis blades

You mean the Cyberpunk Easter Egg?
That's only available after the Broadcast Mission AND BEFORE Veronica Story Quest.
