Am on 'The Shoe' mission, I have completed all metros, GRE facilities and quarantines, and yet I am still 1 inhibitor short of the max. Checked and GRE signal is up in all areas, yet I do not see it anywhere on the map. Tried with and without mods to no avail. As far as I know no Inhibitor past my point is mission locked. What am I missing?
