Unable to secure Nightrunner’s Hideout

Hey all, this might be old news - I’m not sure.
The nightrunner’s hideout at the top of the tower in The Wharf is still showing as available to claim, but when I get to it I’m unable to interact with the generator.
I’ve finished the story, and this is the building that was destroyed during the story.
Will I be able to claim it? Or has my chance passed?
