if your cpu usage is at 90-100% and your gpu usage is way lower, thats called a cpu bottleneck, your cpu cant keep up with your gpu and so the gpu cant continue rendering frames because your cpu is bottlenecking your gpu, which is why youre getting such low usage, make sure you have nothing open in the background that could be using so much cpu, and try using Fullscreen in the game, that fixed my issue of the game dropping to 20-30 fps in borderless, even though i should be getting 50-60 fps
