Not always does a better graphic card mean more fps but sometimes it could mean less. I don't quite understand it all but it is something to do with maybe the computer or DL2 not being able to access the full potential.
If that's not it try closing them chrome tabs and switch to

That's not that surprising, it's likely a cpu bottleneck. I see online benchmarks showing around 130 fps with a 3080, but that was with a i9-9900K
i9-9900K isn't usually that far ahead of a 3700X in games, but it IS usually ahead
Realized you mentioned DLSS Quality, but not what resolution you're playing at

I got 128 fps average at 4k with DLSS Quality

You should definitely be getting way over 100
I'm getting 180 at 1440P
My CPU is more powerful than yours, but not to that extreme of an amount
