Highest settings lod 100 no ray tracing dlss quality i almost got down to 60 fps this morning... Now i have almost same performance as my 2060 lol .

Not always does a better graphic card mean more fps but sometimes it could mean less. I don't quite understand it all but it is something to do with maybe the computer or DL2 not being able to access the full potential.
If that's not it try closing them chrome tabs and switch to

That's not that surprising, it's likely a cpu bottleneck. I see online benchmarks showing around 130 fps with a 3080, but that was with a i9-9900K
i9-9900K isn't usually that far ahead of a 3700X in games, but it IS usually ahead
