What settings should I run. I try running at low yet still get lower frames, is there any specific settings I should use / not?

lower LOD to 75 and maybe try using FSR 2.0

Pretty sure that CPU is below the minimum specs for the game. If you've lowered graphics settings already, to the point you're in a CPU-bound scenario, and you still get bad FPS, it's because your CPU just isn't up to the task.
