I'm not sure if this is an issue but I feel like it is. I am level 9 legend level 50 and all the enemies are usually level 3 - 6. It used to be that all enemies were level 9, like me. Plus, it wasn't like this until the newest update, and it's not the difficulty causing this, as I am on hard mode.
