if u press on collectible it should open up set of these collectibles, make sure that you dont have any blank spot in any of them
if u don't then maybe collect DLC collectibles as well
before you didn't need DLC collectibles or Shen Xiu diaries, but maybe they changed it

Unfortunately clicking on safe codes or letter doesn't function that way , but I still appaerntly im missing 1 newspaper !
Update : I got it , dlcs were not needed.
