if it isn't upgraded i think its normal, cuz when the grapple is at lvl 1 it just hooks on those yellow things on the rooftops but once upgraded like at lvl 2 or 3 it will grapple on mostly everything

try enabling grapple expert on options
that way you can trigger the grapple with alt if ur on pc
without having it on your inventory wheel
