My legend levels are still locked with mods after 1.9.4. It says I have all my skill points, but all the different categories of levels are all locked.

What mods are you using? Are they out-dated? Do they affect data files that could conflict with the legend skills? I’m using mods and the system is working fine for me but I had to actually go in and do some tweaks to them.
