I can hear other players, voice chat is enabled, but I can't change my microphone device nor talk to anyone. is there a keybind I need to press to talk or is the game bugged? I've tried restarting the game and have showered through all the setting to no avail.

It is open mic. You either turn it on or off. You need to grant permission for your mic in the OS settings.
