carrier quest line | Dying Light | Page 1

I dont have any of the 2 carriers or untagged npc's in my map nether in the quary (pk base at train station) nor in the warf (floating fortress)
As far as quests go i did the full main story and about every other side quest there is beside the match maker and the glitchy double time . So i would assume its not related to these 2
Is there any other place i can find these NPC's to trigger the carrier quest line ?
Spebd a while searching for it but i cant find nothing veside those 2 locations and i cannot interact with the door to drisdon ether

I do belive you have to trigger the quest before a certain time in your story. I forexample did it the first mission ur in the pk base at the traint station. Then I again talked with a carrier as soon as I came to the floating fortress.
