I spotted volatile tyrant on the roof, I lure him downstair on the road, but when he was about to jump on the floor he died in this position, is that a normal thing or a bug ?They cannot go from the spot where they spawn ?

Yeah sometimes that happens. Its because of their animation glitching and they die get stuck or glitch out and vanish
