Confirmed as a bug yesterday, lot of people were mentioning it. Restarting game can fix it, at least on steam/PC.

i restarted the game many times and forgot to mention im also on geforce now, i guess i have to deal with it

If it's annoying enough, set the healthbar to "dynamic" in HUD options, if you can. That will make the bar invisible and it will show up only when you're taking damage.
