I cannot find Shen Xiu's Outfits and Crossbow in Vendor. Everything else is claimable.

I cannot find the outfits for Shen Xiu and I cannot get the hunter crossbow. Harper's store is completely fine but Shen Xiu's has a bit of a problem.
