I had just recently started a new game plus so i could get my last inhibitor out of 126 inhibitors. But not that long ago I did a GRE Anomaly and when I completed it there was a inhibitor there when I already had completed it from before I started a new game plus so now I have 129 out of 126 inhibitor’s not including the ones I got from new game plus. So if someone could tell me if this is normal or if there’s a way I can fix this that would be very much appreciated thank you.

i even had 155/126 before even NG+ , joining other people games also has this effect you getting extra inhibitors. but as long as it doesn't ruin gameplay or any serious issues, then its fine by me

It's an unintended side effect but it has no major implications as far as I know. Also, once you pick up all of the NG+ inhibitors the numbers will fix themselves and you'll be at 126/126 and for NG+ it will say "MAX."
