ever since i started the welcome aboard quest it’s been saying unable to fast travel it’s not really a big problem at the moment it’s more of an inconvenience. I have tried restarting app and joining up on someone else nothing has seemed to fix it.

Just try to exit the game in the main menu then reload (continue) your game thats how i fixed mine

I've had this happen a couple of times and each time it's always been due to an interaction bugging out, like opening a door that's supposed to play a cutscene but the door is already open (you can still see a prompt to open the door), meaning you miss the cutscene and fast travel seems to break, as the game likely doesn't want to let you fast travel and miss the interaction/cutscene. I'd double check there isn't an interaction that you missed, while picking up that quest. Could be opening a door, talking to an NPC, picking up an item etc.
Could be worth looking at someone's youtube playthrough so you can follow each interaction step by step and mirror yours to theirs.
Unless you know with 100% certainty you fast travelled right before picking up the Welcome on Board quest, it's also possible a side quest or whatever you were doing before is where you missed an interaction/cutscene.

It’s just odd since I’m on new game plus and for my first two times playing the game I’ve never had the bug and one quest i think could be preventing me is the quest something big has been here i don’t remember ever picking up the quest but form a video i watched that what caused them the bug as well and only issue is I’m in the central loop and i need to get back to old villedor

I can't really progress in the story now since I have to go back to old villedor and I can't fast travel back there. It also says I can't fast travel during quest no matter how many I complete or whatever.
