Hi I was wondering if I start new game plus can I still level up the legend levels in the new game and will I have access to it right away

You should be able to, yes.
The only thing you'd need to require would be your night runner tools (grappling hook and paraglider).

Yes you will, as soon as you start, it'll work just like normal, you get XP for Parkour and Combat as usual, but it'll all count towards the Legends level (instead of having the Red/Blue icons, you should see a white icon for both)
Missions will be the same way too.
