When it's not stuttering it's around 60FPS, but the problem is that it's stuttering far too often.

That's cool and all, but I only have HDDs.
I have a 1TB HDD as a boot drive, and a 2TB HDD as a game drive, you do realize how stupid it is to tell someone to get an entirely different form of storage for a game? Especially when the game use to run just fine on HDDs at launch but this clown-ass company can't even fix the performance on HDDs to the state it was in at launch.
I'm getting an SSD soon, but it's still stupid that a AAA game struggles on HDDs when there's still a decent chunk of people using HDDs for entire systems, not as many as there used to be, but there still are some like me.
The only solution is to get an SSD, modifying the game to run better on HDDs means they have to lower texture resolutions, render distance, the amount of AIs etc... HDDs are just too slow for modern games
"HDDs are just too slow for modern games.", that's quite funny to say because there are games that are still being released on last-gen consoles without any issues, not a lot of them, but there are some.
Also, as I said awhile ago it's running worse than it used to at launch, so there's no fucking excuse.

It's the principle of the situation of it running like shit on HDDs compared to launch.
They won't gonna downgrade the game just because some people stuck with their decade old HDDs

Also, I could play it on my steam deck if I want to avoid the stutters, but I don't want to because it runs below 60FPS, and in Dying Light 2 anything below 60FPS is unplayable imo.
If you don't see anything wrong with the fact that a handheld runs the game better than a PC in frame-stability then I don't know what your logic is.

The issue I have with the performance is that it's only gotten bad these last couple updates, and if I want to even avoid stutters I have to lower all settings to the lowest, including resolution.
Another thing is that maybe the devs shouldn't put an HDD as the minimum requirement, because it implies that it will at least run in a playable state.

They didn't release an updated version, and everything else has stayed the same, even the visuals haven't been improved, so there's no excuse, and if they don't want to mislead people they should update it, or they can continue going down the path of being a shit company that's dishonest.
Bro... they improved the visuals a lot, they introduced a draw distance slider, improved shadows and lighting etc... check the patch notes

There are plenty of people that can't afford an SSD, I can but that's not the point, it runs worse than it did at launch and I find it stupid that I should have to install it on an SSD just to get playable performance when the minimum fucking states it can run with an HDD.
Yep, it states. 1080p30fps on hdd. So you get50-60 with stutters that is 30fps. Second of all, consoles have way lower graphics quality, if you cant see that, not our fault. So those games on console run fine. Also, more and more ppl buy ssds for their games. In my friends circle there is not a single person without an ssd for AAA games. You can get a 1tb ssd for 40$ used.
Also, the issue I had with the game was that it wasn't even actually 30FPS feeling because it was stuttering hard, it was stutters that were at least 100ms.

50FPS at low 1080p in the current area I'm in.
I noticed that. On high preset, On gtx 1660 Ti I run the game at 60 FPS. SSD definetely helps.
Maybe your windows has some probs?
It doesn't, literally no issues in other games.

God of War 1080p medium settings = 60FPS
Both Marvel Spider-Man games at medium = 70FPS
No Man's Sky Enhanced Settings = 80FPS

On high preset, FSR 2 quality, I get 60 FPS on Ryzen 5 3600 GTX 1660 Ti
I just set the game on high preset and left it the way it was
And I am currently happy how the game runs.
I use very low and still get 50FPS, it's a very odd situation as if it was a CPU bottleneck FSR Ultra Quality wouldn't correct it, but it does which, oh wait my overclock might be fucking it up.
Hm, my overclock and fan curve has been disabled, I don't remember doing that unless I never set it up on my current windows installation.
Yeah that is why I said - there could be some problem in your windows/system. Cause I have almost like your specs and difference should not be huge.

Because it might've been a combination of thermal throttling with no fan curve, and low clocks because of that.

The card I have goes up to 64% fan speed without a user fan curve.

With the overclock I now get 60FPS at very low.
Ehhh, I'd still recommend upgrading it at some point because the 3600 will bottleneck a 3060 Ti, not by a lot, but it still will.

In some games it will be a bottleneck, mainly CPU intensive games.

It doesn't by a lot, but if you search up Marvel's Spider-Man Remastered benchmarks you will see in that game you will have a CPU bottleneck, but that's even if you end up playing that game.
Even then it'd be fine for 60+FPS, just not things like 80-90FPS in the open world.
I got a 165Hz monitor, and I can tell you that if you don't want 60FPS to be mostly ruined for you do not go high refresh rate, it feels great but then you will be tempted to upgrade just to hit a framerate that is closer to your refresh rate.
The monitor is part of the reason why I don't like the feeling of 50FPS anymore.

However, if you do want to upgrade at some point go with a monitor that has either VRR or Freesync Premium/Gsync.
Because it won't feel as bad, it'll still feel pretty bad, but it'll make it stay playable.
HDD becoming obsolete go upgrade to SSD , its the best item you can buy and is worth every penny
A 2600 and rx 580 at 50-60 seems reasonable. Ram speed matters too.

maybe u should upgrade ur pc so u can atleast get more from that 165hz monitor and stop the HDD hate when it is a decade old technology playing a Latest Game
He is not wrong, but to get 160+fps in dl2 he'd need a 3080ti. Not everyone can afford that.
nah, not necessarily 160+ fps but get atleast 100 or even 80-90 with that monitor setup
I don't hate HDDs, I hate this game's loading optimization.

There are also a shit ton that perform better than DL2 on HDD.
The Spider-Man games on PC benefit from SSDs extremely, but they aren't stuttery to the point of unplayability on an HDD.
Also, I have 3TBs of Hard-Disk storage, and 1TB of Solid State storage.
Also, I only care about around 90FPS, that's when it starts to be really playable for me.
Companies have made paying for things harder because they don't accept cheques. Adapt or die, mate. Your call.
