Hello, so me and my friend played dl2 for the first time he was hosting it, and when we got to the paraglider it worked fine it was showing up and i could upgrade it, but we started a new save and we got to the paraglider it doesn't show up nor i can upgrade it. So what do i need to do to fix this?

Are you referring to starting a new game plus save? If so you do not keep the paraglider and grapple hook upon starting a new game plus save and have to do the missions to acquire them again.

no, i mean completely new save and my friend hosting it, we got to the paraglider mission and then i wanted to upgrade paraglider but it won't show up

You have to unlock it i your world
So just get to the point where you get the paraglider then you should be good

If your friend is hosting the game, you will not receive the paraglider/be able to upgrade it. Due to this game having separate saves between you and your friend. You will have to get the paraglider and hook on your save (you host) to be able to get them/upgrade.

I have similar issue but with throwable infected knife
its just not showing up as upgradable item but i never maxed it its still lvl 1
