hello, i finished my game and wanted to go meet liqiudator to get cyberhands 2177 but i don't have his npc in the place where he is supposed to be, can someone help me?

You are supposed to meet him before finishing the main story.

Unfortunately he will only show up between the story quests "Nightrunners" and "Veronika"
so the only way for you to get it is to do a new game+ or start a new save entirely
I recommend new game+
after you unlock the elevator, after rhe nightrunners quest, that takes you to the top of the vnc tower glide down to the building and he'll be there, don't do the veronika quest or you'll miss it
