i cant upgrade nightrunner tools

I have been playing with my friend and have gotten the parachute and grappling hook. Its his lobby and i have both but it doesn’t let me upgrade them from the craftsmaster. This has been going on for several days and i cant find a fix

only the host can upgrade nightrunner tools because story doesnt save on your save

you would have get to the point of getting nightrunner tool on your save to upgrade it
