I wanted to play with the Raytracing settings in Dying Light 2 and when I enabled them I noticed my framerate was fine hell even playable so I got to investigating and I found out that the settings are set in the menu but are not applied to the game world.

Currently standing in one of the fountains in the Bloody Ties expansion and noticing that everything being reflected unloads when it is off the screen, except the main building but even then that is set to a low LOD version of itself

I've rebooted my entire system and I still see the Screenspace reflectionsin the fountains

I've noticed this too. Some RT settings definitely do work (as you can see the difference when changing settings) but I'm not sure they all do or some have definitely been changed since release. Looking at RT comparison videos, from when the game launched, on youtube showcase all kinds of GI and effects I don't seem to get. A good example is the barrels outside the glowing window at Cillian's safe house. Everyone's RT comparison video on youtube show that glowing window lighting up the backside of the barrels and casting light and shadows from it. On my game, even with every setting maxed out, I just get a dark shadowy corner with no light.

Were RT settings changed at some point for performance reasons?

Having said that, I don't think reflections from water ever probably traced and might be that way by design. I've seen other people showcase this on the same youtube comparison videos at launch

Possibly only ray traced reflections work (or designed to work) with puddles and things like windows and other shallow reflective surfaces. I'm no expert but perhaps it's like that by design as the performance cost to ray trace larger areas of water is too great?
