I had the same issue on Xbox, I had to go to manage game and addons and instal bloody ties and the aristocrat pack separately. I tried to help somebody on PS4 and they said it worked so it’s worth a try.

I found the solution (for me atleast)

Since my brothers account is the main account, I couldnt get it free on my accout because it mine wasnt the main
