I got the above message when I start the game, and I cannot start the DLC. I verified my files but still nothing.

Have you tried in this order:
1-Verifying local content through steam
If thıs does not work
2-Uninstalling the game and cleaning any remaining files in the game's steam folder manually? And then reinstalling

İf you have used any mods before, cleaning any remaining files/ data files may fix your issue

@rotund siren I've reinstalled my game and cleaned out the entire install directory, I still have the same error message.

You should have this folder shown in the image, if it is not present, that message will appear.

and if the folder is there with files inside it then idk why you would be having issues

I guess you can check to make sure it is ticked enabled in the steam DLC page but idk

I honestly don't know why the folder would not be there then

that folder houses the .pak files, the map itself, and the navmesh, so obviously it won't work without the folder

maybe try ticking and unticking the DLC on the DLC page in the DL2 steam properties, maybe that will fix it?
