Bloody Ties; Trouble in Harran not working.

I'm trying to do the "Trouble in Harran" challenge but it won't work. I killed both of the marked targets but the timer continues. When the timer runs out, it counts as a failure. A pop up appears that say's bolters have spawned, but there aren't any bolters.
