@civic belfry. To get a 14k shotgun without someone giving it to you, you must: start a new character, level your legend level to 250 while leaving your power and agility stats as low as possible. 1 or 2 levels should be okay. Then go and buy the guns from the vendor.
I have no idea why this works but it does.
