Cod, focus on the smaller guys until they’re dead soemtiems you’ll get throwing weapons that you can use on tahir to make him deflect gibbing you an opening to hit him, try to get a head shot too, and the weapons the enemies drop can be throw also and they do the same

Try using drop attack on the thugs, then try to finish off Tahir. Tackling him interrupts his attacks, so try to use that.
Also depending on the difficulty you are playing on and your level, the weapons the Thugs drop can be much better than the one you initially get.

Yeah, there's that one Alpvia pointed out, the one Kat mentioned, and also one at the bottom of the ocean under the Infamy Bridge where it splits off. Takes a little too long to get to that one, but the other two are always good alternatives.
