Stuffed Turtle Quarantine Zone is the best way to farm DROPs for survivor / legend levels

You can technically start prison at any level, though if you want to run it on nightmare for weapons, be at least level 80 to max out some of the key legend skills

Depends, there's a lot of skills that you will need to help you complete it quick.
Definitely maxed agility+power. and maybe a few skills in the legend tree.
As well as equipping zaid's flares, cloak potions, and if you have long range weapons like semi automatic shotguns, bows or crossbows.
