You can dodge attacks by not getting hit in the first place.

Use the plasmid often, you get enough eve hypos to support a plasmid heavy playstyle. If you search carefully enough.
The dispensers give infinite EVE hypos. (The ones that don't require money)

Just a few seconds of rest period after every dispension.
