@near glen EC votes are given to states based on congressional representation, 1 for each house rep and 1 for each senator. All states have 2 senators so they all have at least 3 EC votes (at least 1 rep, 2 senator). Maine and Nebraska distribute their EC votes based on the electoral districts, so the districts for each rep EC vote, and then 2 state-wide (since senators represent the whole state)
