I'm not sure I'd say it's a waste of resources. If I have multiple VMs then I can manage them via a hypervisor (VMware/Proxmox/ect) and have easy backups and versioning with snapshots and the like.
Or does it make more sense to have one physical device that has all these docker servers sitting on it and a separate group of hosts for VMs?
