IIRC /execute uses the op level of the clicked player even if you make it target the command from a different player, so you can't just run a command via /execute that requires op level 3/4 via someone who has op level 3/4 if you yourself don't have op level 3/4 (/execute requires op level 2 only).
(Although I don't think anyone actually practically gives different users different OP levels other than not OP and OP, so that shouldn't be much of a problem.)

You can add translations to videos if the uploader has enabled that, which include subtitles, video title and description. Pretty sure it only shows the title in your language if it has been translated by someone. (Translating videos is super time consuming, so I don't think a lot of people bother.)
