I choose 13 as that seemed to be a balance of modern features and not just days old so it more likely to be "production ready" vs. 14. Also as much as I hate shared hosts now, it's fair why they aren't. You can't just update everyone to 11 or 14 overnight or you will get 100's of tickets and anger customers being "My PlUgIn NoT WoRk, YoUr SeRvEr SuCkS.".
A better option in my opinion would to deploy NEWER nodes onto the latter version and ZGC and have the client choose what they want (to be placed on the "legacy nodes" or to be on the newer ones).
