Vanilla mob spawning in general has been kinda crazy, all that setting does is apply the limit per player vs a global natural spawn limit
Reduce the limits if you want less mobs around people
Heck, one of the very major pros of that option is that everybody gets mobs spread around them so you can reduce the limit muuuch easier without any real visible impact
