#Increase Skill Shot charge maximum to 50, and make them permanent

Right now, Skill Shot feels really clunky to play. However, for a skill oriented build. it is absolutely necessary, and it feels really good once you have the charges. However, you lose charges often, and most builds have no reliable way of even gaining charges in the first place. Absurdly enough, once you have full charges, it is super easy to keep them up, but getting there is hard. I propose the following changes:

  • Increase Skill Shot charge maximum to 50 (20/30/40/50), with each charge granting 1% cooldown reduction instead
  • Civilian kills with non-weapon damage grant 1 charge, while player kills with non-weapon damage grant 3 instead
  • Make charges permanent, even through death

With these changes, Skill Shot would be a build around skill, instead of a necessity you need to deal with every single game. Furthermore, it would feel like a true investment, as you need to dedicate yourself to get charges throughout the game, taking risks to be stronger later in the game.

Perhaps if I keep the current design, I can remove the "lose them on death" aspect, and simply rely on the 2 minute duration of each charge

The more I think about it, just using a third active would probably be better

Keeping Skill Shot charges up is a huge time investment
