The difficulty is that it's hard to fill areas and items together without one of the two becoming very nonrandom or contrived, I think
But the solution is just to handle areas first, with a test placement of progression items during generation which witnesses that the map is fully completable/accessible
Then discard that placement and use the full item randomizer from scratch after all transitions are determined
so that you have the benefit of not having to chase down some linear path given by the first algorithm
