That's army only. If Ai-Mo has a lot of units but can see only a small number of yours, they might think your army is weak.

I'm offering a theory, not a fact. If you can prove that there's a clear discrepancy between the reality of the game and the bot's perception, that's a bug. But sometimes the relationship traits are just unintuitive.
