I closed the mobile app with Android's built in task manager while playing a turn. When I logged back in, all my units, even the ones I haven't moved, became grayed out causing me to lose a turn. Restarting the app or device did not help. This has never happened before when I have done the same thing.

Did you accidentally break a peace treaty somehow? That's the only thing I can think would cause all your units to lose their actions. Otherwise, this also may be a one-time glitch if, as you said, it's never happened before, and glitches are basically impossible to address.
